Client Work

Export Controls and Economic Sanctions

Maya advises US and non‑US clients on compliance with US laws and regulations governing the export and reexport of goods, software, services, and technology. Her work includes counseling on the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), the Department of Commerce’s Information and Communications Technology and Services (ICTS) regulations, and Office of Foreign Assets Control (OFAC) sanctions and embargoes.

Maya’s practice thus far has focused on:

  • Assisting clients with filing advisory opinion requests before the Bureau of Industry and Security (BIS).
  • Responding to subpoenas issued by US government agencies.
  • Preparing and submitting client comments in ICTS rulemaking proceedings.
  • Advising on the application of the ICTS proposed rule on connected vehicles (i.e., Securing the Information and Communications Technology and Services Supply Chain: Connected Vehicles).
  • Preparing and filing license applications with OFAC.
  • Preparing and submitting OFAC voluntary self‑disclosures.
  • Advising on the Department of Justice’s “bulk sensitive personal data” rule (i.e., Preventing Access to US Sensitive Personal Data and Government-Related Data by Countries of Concern or Covered Persons)

International Arbitration & Dispute Resolution

Maya’s practice focuses on international arbitration and dispute resolution, including the representation of sovereign states and investors before international tribunals such as the World Bank Group’s International Centre for the Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), and the International Chamber of Commerce (ICC).

Maya’s matters have included:

  • Representing a Canadian investor in an ICSID arbitration against Mexico under the North American Free Trade Agreement (NAFTA) arising from a mining investment
  • Representing Chinese investors in an ICSID arbitration against the Kingdom of Cambodia under the China-ASEAN Free Trade Agreement arising from a telecommunications investment
  • Representing Israeli investors in a PCA arbitration against a Southern African State arising from a fisheries project
  • Representing a Southeast Asian State in an ICC arbitration arising from an infrastructure project
  • Representing an East African state in an ICSID Arbitration against an Australian mining company  

Previous Work
